1. H.R.147: Prescription Drug Affordability Act – Amends the Federal Food, Drug, and Cosmetic Act (FFDCA) to repeal provisions restricting the importation of prescription drugs.

2. H.R.148: To amend title II of the Social Security Act and the Internal Revenue Code of 1986 to provide prospectively that wages earned, and self-employment income derived, by individuals who are not citizens or nationals of the United States shall not be credited for coverage under the old-age, survivors, and disability insurance program under such title, and to provide the President with authority to enter into agreements with other nations taking into account such limitation on crediting of wages and self-employment income.

3. H.R.149: Social Security Beneficiary Tax Reduction Act – Amends the Internal Revenue Code to repeal, effective January 1, 2011, the 1993 increase in income taxes on Social Security benefits.

4. H.R.150: Senior Citizens Tax Elimination Act - Amends the Internal Revenue Code to repeal the inclusion of any social security or tier I railroad retirement benefits in gross income.

5. H.R.151: Seniors’ Health Care Freedom Act of 2010 - Amends title XVIII (Medicare) of the Social Security Act to remove the affidavit requirement applicable to the use of private contracts with practitioners under Medicare.

6. H.R.219: Social Security Preservation Act of 2011 – Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to require the Managing Trustee of the Board of Trustees of the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund (Social Security Trust Funds) to ensure that the annual surplus of the Social Security Trust Funds is invested in: (1) marketable interest-bearing obligations of the United States or obligations guaranteed by the United States; or (2) certificates of deposit in insured depository institutions. Outlines requirements for determining the annual surplus of the Trust Funds.

7. H.R.220: Identity Theft Prevention Act of 2011 – Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act and the Internal Revenue Code to prohibit using a Social Security account number except for specified Social Security and tax purposes.

8. H.R.459: Federal Reserve Transparency Act of 2011 – Directs the Comptroller General to complete, before the end of 2012, an audit of the Board of Governors of the Federal Reserve System and of the federal reserve banks, followed by a detailed report to Congress.

9. H.R.953: Make College Affordable Act of 2011- Amends the Internal Revenue Code to allow individual taxpayers a deduction from gross income for higher education expenses, including tuition and fees and reasonable living expenses while attending an institution of higher education, and for interest on certain education loans paid for the taxpayer, the taxpayer’s spouse, dependent, or grandchild.

10. H.R.954: Family Education Freedom Act of 2011 – Amends the Internal Revenue Code to allow a tax credit of up to $5,000 (adjusted for inflation after 2011) per student per year for the cost of attendance at any educational institution (including any private, parochial, religious, or home school) organized to provide elementary or secondary education, or both.

11. H.R.955: Professional Educators Tax Relief Act of 2011- Amends the Internal Revenue Code to allow employees of prekindergarten, elementary, and secondary schools a tax credit of up to $3,000 (adjusted annually for inflation after 2011). Requires such employees to hold positions involving: (1) regular contact with students; and (2) the formulation or implementation of the educational program for the school.

12. H.R.956: Education Improvement Tax Cut Act – Amends the Internal Revenue Code to allow: (1) a tax credit up to $5,000 per year (adjusted annually for inflation after 2011) for contributions to a school tuition organization which distributes at least 90 percent of its annual gross income for elementary and secondary school scholarships, and (2) a tax credit up to $5,000 per year (adjusted annually for inflation after 2011) for contributions to a school materials organization which distributes at least 90 percent of its annual gross income to elementary and secondary schools for materials and equipment for instruction and for extracurricular activities.

13. H.R.957: Teacher Tax Cut Act of 2011- Amends the Internal Revenue Code to provide a tax credit of $3,000 for full-time elementary and secondary school teachers.

14. H.R.958: We the People Act – Prohibits the Supreme Court and each federal court from adjudicating any claim or relying on judicial decisions involving: (1) state or local laws, regulations, or policies concerning the free exercise or establishment of religion; (2) the right of privacy, including issues of sexual practices, orientation, or reproduction; or (3) the right to marry without regard to sex or sexual orientation where based upon equal protection of the laws.

15. H.R.1094: Federal Reserve Board Abolition Act – Abolishes the Board of Governors of the Federal Reserve System and each federal reserve bank.

16. H.R.1095: Freedom to Bank Act – Terminates any provision of federal law (other than the Internal Revenue Code) that subjects a consumer to a penalty for withdrawing or transferring funds from any transaction account or any savings or time deposit.

17. H.R.1096: Sanctity of Life Act of 2011 – Deems human life to exist from conception, without regard to race, sex, age, health, defect, or condition of dependency and requires that the term “person” include all such human life.

18. H.R.1097: Complete and Permanent Property Tax Deduction Act of 2011 – Amends the Internal Revenue Code to: (1) make the standard tax deduction for real property taxes permanent; and (2) repeal the dollar limitation on such deduction and the exclusion of foreign real property taxes.

19. H.R.1098: Free Competition in Currency Act of 2011- Repeals the federal law establishing U.S. coins, currency, and reserve notes as legal tender for all debts, public charges, taxes, and dues.

20. H.R.1099: Taxpayers’ Freedom of Conscience Act of 2011 – Prohibits a federal official from expending federal funds for any foreign or domestic population control or population planning program or family planning activity (including any abortion procedure).

21. H.R.1101: End the Mandate Act of 2011 – Repeals provisions of the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010 that require individuals to maintain minimum essential health care coverage and require large employers to offer their full-time employees the opportunity to enroll in minimum essential coverage.

22. H.R.1102: Affordable Gas Price Act – Declares without force or effect all provisions of existing federal law that prohibit spending appropriated funds to conduct oil or natural gas leasing and preleasing activities for any area of the Outer Continental Shelf.

23. H.R.1139: Tax Free Tips Act of 2011- Amends the Internal Revenue Code to exempt tips from the income tax, social security and railroad retirement taxes, unemployment taxes, and tax withholding.

24. H.R.1146: American Sovereignty Restoration Act of 2009 [sic]- Repeals the United Nations Participation Act of 1945 and other specified related laws.

25. H.R.1201: Thrift Savings Fund Improvement Act – Requires the Federal Retirement Thrift Investment Board to: (1) study the operation of existing precious metal funds to determine the best practices of such funds, (2) establish the Precious Metals Investment Fund incorporating the best practices of existing funds, and (3) make such Fund available to individuals participating in the Thrift Savings Plan.

26. H.R.1271: Agriculture Education Freedom Act – Amends the Internal Revenue Code to exclude from the gross income of an individual any gain from the sale of any animal raised and sold by such individual as part of his or her participation in the 4-H program under the Cooperative State Research, Education, and Extension Service of the Department of Agriculture, the Future Farmers of America, any tax-exempt similar organization, or any program of a tax-exempt educational organization.

27. H.R.1495: Gold Reserve Transparency Act of 2011 – Directs the Secretary of the Treasury to conduct a full assay, inventory, and audit of federal gold reserves, including an analysis of the sufficiency of the measures taken for their security.

28. H.R.1496: Federal Reserve Transparency Act – Directs the Comptroller General to complete, within 12 months after enactment of this Act, an audit of the Board of Governors of the Federal Reserve System and of the federal reserve banks, followed by a detailed report to Congress.

29. H.R.1830: To authorize the interstate traffic of unpasteurized milk and milk products that are packaged for direct human consumption.

30. H.R.1831: Industrial Hemp Farming Act of 2011 – Amends the Controlled Substances Act to exclude industrial hemp from the definition of “marihuana.” Defines “industrial hemp” to mean the plant Cannabis sativa L. and any part of such plant, whether growing or not, with a delta-nine tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis.

H.R.2044: Health Freedom Act – Prohibits the federal government from preventing the use of a claim describing any nutrient in a food or dietary supplement as mitigating, treating, or preventing any disease, disease symptom, or health-related condition unless, in a final order following a trial on the merits, a federal court finds clear and convincing evidence, based on qualified expert opinion and published peer-reviewed scientific research, that: (1) the claim is false and misleading in a material respect; and (2) there is no less speech-restrictive alternative to claim suppression that can render the claim non-misleading.

33. H.R.2080: Evacuees Tax Relief Act of 2011 – Amends the Internal Revenue Code to allow individual taxpayers to elect either a tax credit or tax deduction for up to $5,000 of their voluntary or mandatory evacuation expenses due to a disaster.

H.R.2262: Unemployment Assistance Act of 2011 – Amends the Internal Revenue Code to exclude from gross income amounts distributed from tax-exempt retirement plans, health savings accounts, Roth individual retirement accounts (IRAs), and qualified tuition programs to pay for certain living, health care and education or job training expenses of a taxpayer during a period of unemployment not exceeding two years.

35. H.R.2263: Unemployed Tax Relief Act of 2011 – Amends the Internal Revenue Code to exclude from the gross income of an employee who is separated from employment due to a reduction in force the last regular payment of wages prior to such separation and any severance pay received in connection with such separation.

Its interesting, most of this stuff has parallel sponsor in the senate; Rand Paul. When Ron is gone next term, someone will need to be found to introduce this legislation.
