There is not a "ban" on wearing your uniform in a parade. The member(s) are required to get approval from their commanding officer. This goes for ANY military person wanting to march in uniform in ANY parade. If a person feels they are being wronged by a denial, they can "request mast" to seek approval from the commanding officer's commanding officer. This may very well be what happened since the DoD has issued the approval.
