Such services are feasible - it's called a proxy which let's you connect to the internet indirectly through someone else. Services such as Tor:

I believe are available for free and for the intended audience of people living in authoritarian governments (well, much more authoritarian than the U.S. anyway) that crack down on how you use the internet. Doesn't have the reputation of speed. So if you want this service from BTGuard, it is reasonable to pay for it. But still - there's no guarantee their arms won't be twisted by the feds into giving up it's customer base so try your best to avoid payments that lead to you (such as disposable credit cards)
