If RP wins, what prevents Rudy from running 3rd party?

He would have no chance. If he's nominated as the Republican candidate he will inevitably get some of the social conservatives to vote for him simply because he's the Republican candidate, and thanks to sham endorsements from "social conservatives" they will vote for him.
If he was a third party candidate, however, do you really think he would garner enough support from the Republican base to jump ship?

If RP wins, it's in Hillary's interest to keep Rudy out of the debates, as he will split her voter pool. So RP need only sign a memoranda of understanding with her to limit the debates to the two of them.
