Aritlce I section 8 of the Constitution. Then remove the coinage of money because they have abused it.

Pretty sure rights not delegated by the constitution is the answer you're looking for. Our federal government is many thousand fold greater then it was EVER intended to be.
The ideal role is nothing but National Defense.
