As the result of a lawsuit against the Chicago Police Department, University of Chicago law professor Craig Futterman was given access to over 10,000 complaints of police abuse. He found that only 19 of those resulted in what he calls meaningful discipline — suspension for a week or more.
"The code of silence is very real," Futterman said. "Don't rat out other cops. If you do, there'll be real consequences."

Not at all. Then figure in the percentage of the abuses that go without reporting.
Of particular interest is the D.U.I. stop of a 'fellow' officer. The 'dilemma' of the cop when deciding to arrest or not. There should have been no 'dilemma.' None at all. He knew it was wrong. A supervisor came on scene and knew it was wrong. In the end he decided on the 'Code of Silence.' And STILL has his job.

One solution might be to eliminate the "professional" cop. Make it a job that people cycle through for a limited time only. That would help prevent the culture of "us versus them" and "we are above the law" from developing.
People might say "but they will be inexperienced!!!" Yes, yes they will. About the same as the armed forces.

The Constitution contains no explicit provisions for criminal law enforcement. Nor did the constitutions of any of the several states contain such provisions at the time of the Founding. Early constitutions enunciated the intention that law enforcement was a universal duty that each person owed to the community, rather than a power of the government. Founding-era constitutions addressed law enforcement from the standpoint of individual liberties and placed explicit barriers upon the state.
