My understanding is that the specific people were voted for at the time of the election so that the state convention isn't a place to pick up delegates in that state.

Paul won three delegates from the HI caucus. Their delegate selection is more transparent like NH, where the campaigns are the ones who place the delegates on the slate. The variable from HI will be the 5 Santorum delegates which presumably will be unbound at the convention. Nonetheless, even if all 5 of them support Paul, Romney still has the plurality from that state (9 for Romney)
