In 1976 the fight for the Republican Nomination was a hot one between Reagan and Ford. Just as we see today with the Paul campaign, the Reagan campaign used a delegate strategy.
There was talk of Reagan aides "stealing delegates," aka, trying to unbind delegates.

In 1975, federal courts "suggested" that the national "convention could ignore requirements of state law if it wished to do so."

What this 1975 court "suggestion" is saying is that if the national convention wished to vote to unbind delegates, it could do so and would not be breaking the law.
Because of this, the Temporary Rules Committee that meets a week before the RNC, voted to "bar defections by national convention delegates legally bound to a presidential candidate." This pre-convention committee was largely made up of Ford supporters.

My point is that it would appear completely possible to unbind delegates at the national convention, but it must be something that is kept relatively quiet. And we must watch all dealings at the convention and pre-convention to make sure we don't get screwed over.
