The first ad attack in the Fourth Congressional District GOP primary has hit the airwaves.

Boone County Judge-Executive Gary Moore released the ad district-wide Tuesday. It attacks fellow candidate and Lewis County Judge-Executive Thomas Massie for increasing spending in his county budget. The ad goes on to say Moore has helped his county, by lowering unemployment and giving it one of the best credit ratings in the state.

Moore and Massie are considered the frontrunners in the seven-way primary, along with state Rep. Alecia Webb-Edgington.

The Massie campaign says the ad is misleading.

“Thomas’s first year he found the previous year’s budget was really just an act of fiction. They budgeted 800,000 and overspent by several hundred thousand, so Thomas put a real budget in and made appropriate cuts,” says campaign chairman Phil Moffett.

Moffett further calls the claims regarding Massie’s effects on unemployment “absurd.”

Am I right that Massie pledged not to run a negative campaign? If so, I hope he changes his mind.
He said he will not initiate any attacks, but he will respond if people go after him.

This makes the ad company's day. Thomas will have produce another ad. $$$ They can handle it.

Campaigns don't attack unless they are behind. The more desperate the attack, the more they are behind. I still remember when "Aqua-Budda" came out in 2010. All indications are that Thomas is the front runner. The campaign had a strong statement on how badly the truth was stretched in this ad, but he may want to come out on the air refuting it (especially when fact check/news organizations pan it). Unfortunately, the lie gets around a lot faster than the truth.

A television ad released by congressional candidate Gary Moore goes after opponent Thomas Massie and the county budget in Lewis County where Massie serves as judge-executive.

The ad claims Massie increased Lewis County’s budget by 41 percent and touts Moore’s accomplishments in Boone County, where he’s judge executive.

Moore and Massie are two of the seven candidates seeking the Republican nomination for the Fourth Congressional District.

Massie’s campaign decried the ad as false and released figures that show Lewis County’s budget decreased from $8.7 million in 2010-11 to $6.8 million in 2011-12.

“In his first term, Thomas Massie’s county budget skyrocketed 41 percent and his county has the highest unemployment rate in the district,” Moore’s ad states. “Gary Moore, thanks to his leadership, Boone County had one of the best credit ratings in the state, the lowest unemployment rate in the district, and Moore helped attract 13,000 jobs.”

Massie’s campaign, however, claimed Boone County’s budget has increased 200 percent in the 12 years Moore has served as judge-executive.

“Gary Moore knows the truth, but his desperation to win office has suddenly overcome his better judgment,” said Massie campaign chairman Phil Moffett in a statement.

Moore’s campaign manager Jonathan Duke said the budget increase figure came from an increase in Lewis County’s jail budget, which went from $829,400 in 2010-2011 to $1.14 million in 2011-2012, which equates to a 38 percent increase. Duke wouldn’t comment on the discrepancy between 41 percent and 38 percent but said he believes the ad accurately portrays what happened with Lewis County’s budget because the jail budget “is a county budget.”

“Massie simply wants to play semantics,” Duke said in a statement. “The increases were for considerable pay raises and expansion of the government payroll to one of Mr. Massie’s political allies in Lewis County.”

Duke’s statement notes that Moore’s budget increase in Boone County can be attributed to population and job growth.

“Massie is encouraged to job-shadow Judge Moore for a day and receive some on-the-job training,” Duke said in the statement.

Massie’s campaign, however, said the jail budget reflected how the previous administration under-funded the jail. The jailer can’t control how many people are arrested and had a budget previously that was unrealistic, Moffett said.

“The budget prior to Thomas Massie was a fantasy for the jailer,” Moffett said. “There was no way the jailer could possibly have met that budget. The previous judge-executive cut the budget in an attempt to control the jailer.”

I thought the reference was for Ron instead of Rand. I could be wrong, but I bet that was what they were going for.
