Should have taken the dog with them.

SOP is to shoot the dogs, I'm now convinced beyond any shadow of a doubt.

Officers used a police dog to sniff out and arrest a Madison man early Wednesday morning in a nine-hour standoff, after trying to communicate with the alleged armed suspect through a bomb disposal robot.

Michael Payne, 34, was taken into custody around 2 a.m. Wednesday and faces numerous tentative charges, including three counts of intimidation of a victim, two counts of violation of a domestic injunction, disorderly conduct and physical abuse of a child, according to Madison police.

Madison police dog Gideon sniffed out Payne hiding under a pile of clothes in the basement.

After Payne's arrest, officers searched the duplex he was hiding in and found a pellet gun.

Police spokesman Joel DeSpain said police used various methods to try to talk to Payne, including a squad car loudspeaker, a cell phone put into the house for Payne to use (he didn't) and the Dane County Sheriff's Office bomb disposal robot.

"The robot was deployed in the home," DeSpain said. "It has an external speaker, microphone and cameras."

An officer tried to have a conversation with the suspect through the robot, but he didn't respond.

The standoff started when Payne allegedly threatened a woman with a gun at 5:12 p.m. Tuesday outside of a residence on O’Brien Court. Payne and the woman had a past relationship, DeSpain said.

After the altercation, Payne fled into a nearby duplex where he knew the residents, who left the duplex when Payne entered, DeSpain said.

During the commotion, police shot and killed a dog that had been inside the duplex when it became aggressive toward officers, DeSpain said.

Several neighboring duplexes were evacuated as a precaution, DeSpain said.

A reverse 911 call was made to residents in the neighborhood advising them of the situation, DeSpain said.

At one time, 40 to 50 police officers were at the scene.

No injuries were reported.
