Of course it is, there's no law against it.


While it is commonly held that the President and Vice President must be residents of different states, this is not actually the case. Nothing in the Constitution prohibits both candidates being from a single state. Instead, the limitation imposed is on the members of the Electoral College, who must cast a ballot for at least one candidate who is not from their own state.

That means they wouldn't be able to win Kentucky electoral college votes. So it can be done, but it would be a bad idea. It's also better to have 2 home states anyway.

Only one could win Kentucky (Rand, as the electors would probably vote for the presidential candidate) and if the VP didn't get a majority of the electoral votes the Senate would elect him.
