Probably the conservatives but they are pretty two faced about it. They did remove the long gun registry because it treated normal people as criminals, but are trying to pass a bill for more surveillance powers. Harper seems pretty pro drug war, but keeps the rhetoric toned down.

Problem is no party has the economic freedom and social conservatives will limit the personal sort stuff bills like sopa etc are trying to pass here by them...

and then NDP are good social wise but they are for lots regulations

then again there foreign policy is similar to pauls.
