Congress chose the date. If the government gets shut down it would help save some money- though I doubt if it occured it would last long. I think that timing to before the elections will put more pressure on getting a new extension (raising the ceiling) passed- neither side (Dems or Republicans)would want to be blamed for a shut down though if it did occur they would try to do their best to blame it on the other side.

It won't lead to elections being canceled.
