What does becoming a precinct chair mean and how can it be used for Dr. Paul?

And, as far as becoming a delegate goes, as there seems to be a LOT of misinformation on either side, how does it go for California? Are delegates elected, or are they appointed by the Campaign of whoever wins that particular district?

For California: (To the best of my knowledge, you will need to verify)

Each district has Bound Delegates and they are bound to the winner of the district.

So, each candidate needs delegates for each district.

Now I need to figure out what to do as a Precinct chair, and how to help Dr. Paul with it :)
