Depends on who they is.

All those who are being harmed by US foreign policy?

It's pretty obvious isn't it.

But those who are imposing the policy, why do they hate us so much that they are doing this?

Different motivation for them.

They hate themselves, so of course they have to project that hate onto us as well.

Took me a long time to figure out that people can behave in the exact same way but do so for very different motivations.

If you have never done so look into the enneagram (http://www.enneagraminstitute.com/)system of personality theory. It makes a lot of sense to me and helps me to understand other peoples minds better as well as my own.

Disclosure, I've never purchased or sold anything about the enneagram but it is a for profit web site and they do offer to sell you a book or such.

Where the bombs land is of little concern to those who make the decisions about whether or not to deposit the bombs. The concern is in the other direction.
