Pandering is the act of expressing one's views in accordance with the likes of a group to which one is attempting to appeal.

Saying he feels truley sorry for the familys of this mess isn't pandering. Answering he doesn't have an opinion on the subject was 1000% right on the money. Saying he doesn't wish for loss of life is completley exceptible
