Documents show the supposed “drug lords” being targeted in the deadly federal “Fast and Furious” gun-running operation were working for the FBI all along.

The .gov needed weapons that could be traced back to purchases made in the US to show up at murder scenes in Mexico, to justify another more comprehensive "assault weapon" or possibly even all semi auto weapons ban.

Not enough wepaons were showing up at Mexican crime scenes in the normal course of events, so the ATF was tasked with fixing the problem.

The "sting" operation was the cover story for the plan.

Maybe the feds committing crimes goes along the lines of "the best way to rob a bank is to own one" - the best way to get away with a crime is to be the cop charged with enforcing the law against it.
