Ah! I have an event that lasts until 7:30. Do they allow people in late? Also, do these events usually begin on time?

It seems like if I get there at 7:40 I may only miss 10 min of Dr. Paul's speech. Would it be reasonable for me to show up late, or is that a no-go? Also, how long do these events last?
