Exposing the truth is one way of unifying the people instead of creating divisions with active participators and complacent people.
But agreeably there are places were controlled opposition (define: falsely pretending to be an advocate on your side, but in reality is really working against you and is the enemy - by mislead/take wrong solutions/setting up or framing/agitators/creating damaging situations or elements to harm the movement).
They are put in place in order to shill and control people's behaviour, to be lead around (or round and round to pointless ineffective opposition or solutions) to be defeated. Those things can be forums, media programs, blogs or etc.... doing the dog and pony shows (but suppresses things that will encourage or escalate supports and gains) and doing the leading of rebellious charge (but suppresses the truth from coming out or going viral).

He also proposes that the Government make secret payments to so-called "independent" credible voices to bolster the Government's messaging (on the ground that those who don't believe government sources will be more inclined to listen to those who appear independent while secretly acting on behalf of the Government).
Pentagon employed teams of former Generals to pose as "independent analysts" in the media while secretly coordinating their talking points and messaging about wars and detention policies with the Pentagon. Bush officials secretly paid supposedly "independent" voices, such as Armstrong Williams and Maggie Gallagher, to advocate pro-Bush policies while failing to disclose their contracts. In Iraq, the Bush Pentagon hired a company, Lincoln Park, which paid newspapers to plant pro-U.S. articles while pretending it came from Iraqi citizens.

Obama allies in the media constantly cited Gruber's analysis to support their defenses of the President's plan, and the White House, in turn, then cited those media reports as proof that their plan would succeed.
