Why the hell is a city allowed to charge people to display their own property... on their own property? That is exactly what the first amendment forbids.

This isn't new, people. There have been ordinances against displaying signs until x days before an election, for quite some time. There are also housing association bylaws, for those who chose to live in such areas.
