He definitely is, unless it was photoshopped (unlikely) and there's nobody who makes Sons of Liberty banners that big, it's the crop, but I don't think it's a coincidence that somebody chose to crop it that way and publish it.

But now, the meme has morphed into a more general comment on life in Amerika today, where everybody is under surveillance and people are encouraged to report their neighbors and friends and family to the "authorities" if they see anything "out of line".
