MOUNT STERLING – Following allegations of excessive force against a child, city officials announced on Friday that the Mount Sterling Police Department would be shut down for three days.

Mayor Charles Neff made the announcement after another law enforcement agency informed him that a part time officer used a taser on a 9-year-old during a emergency run Tuesday.

“It bothered me, it really did,” Neff said. “The not knowing, I had to find out from somebody else.”

At his request, the sheriff’s office took custody of the police department’s weapons and three laptop computers kept in police vehicles, leaving the village without protection until Monday.

In a statement the Madison County Sheriff’s Office said it will patrol the streets of Mount Sterling. In addition they will also answer all 911 calls.

The village council is expected to meet Monday to discuss further action.

MOUNT STERLING, Ohio — A village police officer shocked a 9-year-old boy with a Taser this week, prompting a shutdown of the entire force.

Long-embattled Police Chief Mike McCoy has been suspended, and officers who were being used on a part-time basis are no longer working, Council President Lowell Anderson said.

McCoy didn’t tell village officials after the Tuesday incident, and that prompted the suspension, Anderson said.

Village Administrator Joe Johnson, in violation of state open-records laws, refused to release the report on what the village is calling “an incident involving use of force.” Mayor Charlie Neff said in a statement only that the Ohio Bureau of Criminal Investigation has been asked to investigate.

Madison County Prosecutor Steve Pronai, however, said police were called to an apartment on S. Market Street in the Madison County village because Michelle Perry said her son, Jared, wouldn’t go to school. From there, Pronai said he doesn’t know much about it except that the situation escalated and Officer Scott O’Neil used a Taser on the boy.

Anderson said village officials didn’t find out about the incident until late Wednesday night or early Thursday.

McCoy’s cellphone number has been disconnected or changed, and he could not be reached for comment.

A message left with a woman who answered the phone at O’Neil’s home was not returned.

Perry could not be reached for comment.

Neighbors of the apartment where the incident took place said there have been issues with the 9-year-old, who is large for his age. Two neighbors said Jared’s father, and not his mother, lives at the S. Market Street address, but he has been hospitalized because he is gravely ill and disabled.

None of the neighbors would give their names because they said they didn’t want to get involved. All, however, said the father has done the best he can in an untenable situation.

None knew details of the Tasering incident first-hand.

With the disbanding of the police force, Sheriff Jim Sabin said he has been called to temporarily take over patrol of the village. Sabin said Neff has changed the locks at Village Hall and the sheriff has taken the police department’s weapons and computers to secure them, not because they are part of any investigation.

The council will meet on Monday night to decide its next steps concerning McCoy and the rest of the department, Anderson said.

The police department has been under fire for some time. Council disbanded it in August, saying the force had been mismanaged and there was not enough money to make payroll.

But council members kept McCoy on as chief. Then, private donations allowed some officers to come back part-time in September.

A 9 year old child that demonstrates recalcitrance is likely to become a criminal. The police were right in tazing him, that way he expects a negative effect from future acts of resisting authority and will be less likely to develop into the criminal that his youthful disobedience clearly implies he will. Police, in order to protect us, need to be able to act without censure or controversy. Their job of protecting and serving can only be fulfilled if they are given powers well beyond the average citizen/criminal. The only shame in this particular instance is that the police did not have a bearcat with which to drag the young, future, criminal to jail.

Yeah...Police drone malfunction leads it to crash into local elementary school. Currently 50 future criminals are dead. Surviving future criminals are being charged with assaulting a police drone. Police have released a statement, "Whoops." No further investigation is expected.

Officers involved are on 6 months paid leave in Cancun to mitigate any chances of psychological trauma from this tragic malfunction.

Many of us don't know what to do with ourselves, we are walking around in a daze. Today the department lost more than a drone, we lost a friend." Officer Squealer shook with rage as he talked about the incident at the school, "Those fucking kids need to learn that we are fucking in charge and that if they are involved in anyway with anything that we don't like they can expect to be treated like the criminal clones they are. I wouldn't trade a thousand of them for ol' Spike." Sadly, Officer Squealers preference wasn't placated the day when Spike suffered a malfunction and crashed into the elementary prison.

How on earth can you spin that into something that police ought to be doing?

Makes as much sense as:
"I got an ant infestation in my garden, better call in the navy."

The real tragedy is that Spike was one day away from retirement. He and his wife had sold the house and were planning on retiring in Boca.

He'll always be remembered as a hero. The federal governemnt has already pledged $150 million for a memorial and education center to keep his memory alive for generations to come.


Edit: new estimates show the figure has increased to $650 million.

This reminds me, if you kill a dog in Minnesota you get a fine. If you kill a "Police" dog you are charged with homicide on an LEO.

This reminds me, if you kill a dog in Minnesota you get a fine. If you kill a "Police" dog you are charged with homicide on an LEO.

It's that way in most states.

I imagine it won't be long before destroying a cop drone will get you charged with LEO homicide as well.
