Let's do a hypothetical example. Say it is 2 person race. Exit polls show Person A getting 60% of the vote and Person B getting 40%. Even if the margin of error was an extremely high 15% due to sample size, selection bias, etc. one could conclude with near certainty that Person A would win without a single vote being counted.

Statistics allows you to take a sample of a population and quantify the probability of a certain outcome. We do not need 100%, or even 1% of votes reported to easily forecast an outcome when there is a large disparity in exit poll results.
