Correct me if I am wrong, but doesn't Dr. Paul always reply with a 0 income tax approach. if you look at the link, msnbc indicates a 15% approach in his write up

His initial plan is a 15% corporate tax and maintain the current tax rates on individual income. As we gut the federal government we would be able to afford more and more tax cuts until we reach the ideal rate of 0% for everyone.

He does say we should balance the budget first though. Otherwise tax cuts will only add to the deficit and debt.
