Tuesday 7 February - Friday 30 March 2012: Congressional District Caucuses meet to elect the National Convention District delegates according to the results of the primary. Each Congressional District elects 2 delegates using the 2000 Census districts-- 2 delegates × 25 CDs = 50 delegates.

Also:

The candidate receiving the greatest number of statewide votes shall receive all of the At-Large Delegates. (Since Florida has been sanctioned, all delegates will be elected at-large.)

Within one week after the Presidential Preference Primary, each Republican presidential candidate whose name appeared on the Presidential Preference Primary ballot shall submit to the Chairman of the Republican Party of Florida a list of proposed delegates ... who shall be considered as candidates ... to be elected as delegates.... The names and addresses of the proposed candidate’s supporters shall be distributed ... to the various ... electing bodies prior to the holding of any elections for the purpose of electing delegates .... [Republican Party of Florida Rule 10 C.]

So this means that Romney got all 50 delegates, but the delegates are still elected at-large. Does this mean that every registered Republican in Florida can cast a vote for a delegate?
