What prompted the Santorum Surge?

Timothy Dolan wrote the Op-Ed in the WSJ

Since arriving in New York from Milwaukee, Archbishop Dolan, who was born in Ballwin, Mo., has most often caught the public’s attention as the traditional unyielding Catholic voice of “no” — to same-sex marriage, to abortion, and to sex education in public schools.

Dolan connected to Paul Ryan This week, something much more constructive: The public presentation of an ongoing dialogue between Paul Ryan, a Catholic from Wisconsin, who is the House Budget committee chairman, and Archbishop Timothy Dolan, the president of the Catholic bishop’s conference, about Catholic social teaching and its application to the current budget debate. So now the question becomes...did the Obama administration KNOW that their announcement would fuel Santorum (and thus the liberals laughing their @$$e$ off at his surge and the chaos in the party?)
Since we all know the bankers control everything, I'm gonna go with YES!
