I believe it is "winner takes all" by district. The district winner gets all those delegates.

Does California still need Ron Paul delegates?

(A) The selection of Presidential Nominating Convention Delegates to the
Republican National Convention shall be conducted as provided in
Chapter 2 of Part 1 of Division 6, commencing with section 6300, of the
California Elections Code; provided, however, Presidential Nominating
Convention delegates and alternate Presidential Nominating Convention
delegates shall be chosen by the Presidential candidate who obtained the
plurality of Republican votes within each Congressional district, and, for
Presidential Nominating Convention delegates and alternate Presidential
Nominating Convention delegates “at large,” by the Presidential candidate
who obtained the plurality of Republican votes statewide.

IIRC, each congressional district won will earn three delegates and then the winner of the state wins the at-large delegates. then there are the reserved delegate spots for the national committeman, commiteewoman and chairman
