Why are there votes already in (for Florida) for counties that haven't reported in?

Probably it will be to late by the time anyone reads this, but I wonder how there are votes for the candidates coming in from counties in Florida where 0,0% of the county has reported?

There are several counties showing this phenomena....absentee ballots?

Collier county is one.

Mitt Romney has 14,251 votes
Ron Paul has 782 votes
