Spending is the Key in reining in Gov Power . Take the example of California , in 79 Brown helped get the Gann spending caps passed & it was a major component in Kalys best decade in 80-89 .
The Gann initiative Capped SPENDING to population & inflation growth & any over collection of taxes had to be refunded to the taxpayers
In 87 combined with the Reagan national economy booming we in Kaly got a 1 Billion dollar tax refund due to the Gann spending caps
Cutting & Caps on spending was the way to real economic prosperity Kaly can be use as a example of how it works in 80 -89
& the opposite since that time in Kaly as we destroyed the Gann spending caps starting in 90 on how you can not borrow spend & promise a chicken in every pot way to prosperity
