Thank you for any and all info! I was asked this by a Romney supporter who is afraid to support Paul because he thinks cutting trillion $ will cause recession and more unemployment etc.
He says Paul is cutting 27% of the federal budget in the first year. 4.5 million people work for the federal government, so he is scared of this basically.

He wants to cut it but can't without congress going along with it, they won't so there is no chance he could do it. Your friend has nothing to worry about here, this is one thing Paul can't do as president. So he has no reason to not vote for him. :)

The $1 trillion cut is of jobs which have no value whatsoever. Cutting them enables the government to either pay down debt and get its credit rating back or lower taxes and enable the private sector to put the money to use. Its guaranteed the private sector will do more with the money than the government would have. In the long term this will reduce unemployment and help turn the country around.

Cutting $1 Tn will lead to short term job losses by Federal Employees, true, but it then frees them up to become productive and start adding to the GDP instead of subtracting from it, thereby growing the economy and growing jobs. Just as Mitt Romney saved and grew jobs by dismantling broken private sector companies, Ron Paul will save and grow jobs by dismantling broken Federal agencies.

The GDP will initially plummet. Most of that trillion dollars is not going back to the taxpayers, but rather is taken directly out of the economy as it is borrowed money. And unemployment will surely go up to begin with if Paul got to implement his plan immediately

Long term is more important.

A lot of those jobs would be let go through attrition and early retirement packages. Even Paul said many jobs would be transfered to other existing depts from the depts that would be eliminated. It's not so much the payrolls that are killing the budget, but the operative costs of running those depts that would be the brunt of the savings.

Ron Paul can dismantle all departments that were created under the executive branch. He is commander and chief to end the wars, and shut down DHS,TSA and many other things.

Not being able to implement his plan wouldn't make me more likely to vote for him to be honest...

...really, that's my biggest reservation with Paul. He's at the head of a Republican congress. I don't expect much.

Does he believe the government bureaucrats do a better job with that trillion that private individuals would?

Where did you get off suggesting that? How does Congress raise the debt ceiling? How do they spend money they haven't earmarked? Yeah, blowback bitches! Congress would need to override a veto (2/3rds marjority) after America sent them the biggest FU card in history. More so than most, politicians have no spine and they will bend in the direction the wind is blowing.

Also, getting paid or overpaid to do nothing productive or the wrong things is not properly termed "employment". You need to think of the economy as two halves. One of those halves should shrink dramatically (the coercive public sector) and the other half will be unshackled (the free private sector). Which half is do you think is responsible for our prosperity and economic well being?

He can't cut a trillion from the budget without Congress going along with it. You should know that! Congress makes the budgets up, the president only signs them!

I was told he has the power to simply "defund" these departments.

And he can refuse to sign a budget or any funding for those departments.
