Check out the graphic summing up the failures so far in this article (http://www.politico.com/blogs/burns-haberman/2012/01/team-romney-makes-the-case-for-a-quick-primary-110325.html):

These fools counting out Ron Paul, lol. The last thing they want is a Romney vs Paul debate. Ron Paul has already proven that he is snappy with his comebacks and can pin Romney fairly quickly.

Does not being on the ballot disqualify them from that state? Has this happened to this many candidates in the past?

AFAIK, if you aren't on the ballot, then they can't campaign there or at least it would be stupid of them.

Every state is different, but I'm pretty sure in the states where they have to file slates of delegates, if they don't have a delegate filed for a district, they can't win that district (maybe not even on the ballot in those districts?). And then there's the question of whether they allow write-ins or not. Not sure which states do & don't except that Virginia does not. So all four of these guys are totally out in VA.

In 2007-08 six candidates made the ballot in VA under the same rules as this time around. I don't know about other failures, but I don't really remember reading about any.

I'm pretty sure Ron's campaign paid the fee rather than doing signatures in DC as well. Why take the risk of not enough signatures being good?
