All you need is a projector plugged into a computer, you can point it at large buildings, hill/mountain-sides, anywhere. From sunset to around 10pm when everybody is at home.
CHEAP! EFFECTIVE! COMPLETELY LEGAL!

I would say it is legal but immoral. Do it to empty buildings or your own house.
Hillsides are best especially in high traffic areas like busy freeways/intersections.

Got a link with needed specs to pull this off. I'm guessing a standard projector isn't going to focus as tight from a distance as the laser like image in your pic.

I've personally seen average quality projections with relatively old projector technology from hundreds of feet away.

If we are talking about projecting on a hillside from a distance, I'm guessing a drive in theater sized projector would be needed, but I'm no expert.

Only as big as you want.
For instance, I live by a very large hill that gets major facetime at an extremely busy freeway bend. Night time comes around 4:30...thats around 7-8 hours of night time projection. I'm thinking 50-100ft projections @ several hundred feet away?
Entire images might need some heavy tech but simple wording like Google Ron Paul or Ron Paul 2012 wouldn't need anything crazy. But thats at crazy distances.
If you had one of those small portable projectors with a smartphone you could project from the inside of your car on the restaurant you're eating at...

Not gonna hit a hillside tho, that would work good in a house, but probably not good over 12 feet.
Check the link I posted above, looks doable, and would hit a hillside or building with ease.

Its basically aiming a green laser thru a slide with some lenses in between, not too tough to build and would have the needed range.

I'm the guy who projected this onto the front of the debate venue at St. Anselm's college. (Photo is from WMUR-TV) The message was "RON PAUL 2012" it is about four feet high and fifteen feet long. A laptop controls the homebuilt laser scanner/projector. I was projecting from about 200 feet away. (Inside the "free speech zone")
Local police made me stop projecting outside the free speech zone within a couple of minutes. I was told I could only project onto the ground, inside the FSZ. After giving the officers a piece of my mind, I packed up and went to downtown Manchester for some real fun.
After leaving the debate I setup for this:

The next evening I was back with the same message projected onto the top of the Citizens Bank on Elm street from about 1200 feet away! I had a portable PA playing the Ron Paul Ron Paul, "Sinatra" music.

I also projected RON PAUL 2012 on top of the "NEWT" sign on Newt's headquarters the following night. He cancelled his rally! :)
The projector cost about $2200 to build. I plan to bring it to Maine this weekend and hope to be able to go to Vermont and Virginia as well. There is a chipin for travel expences. http://www.chipin.com/mywidgets/id/2b2e948099772944 (gas and food) Please help if you can.

Also, if you plan on projecting it onto a hillside, make sure you own the land that the projector is sitting on, and you aren't projecting it onto someone else's private property.

This was spectacular in New Hampshire, there was a van with loudspeaker playing 'Ron Paul, Ron Paul' to the tune of NY NY and the light show. Apparently they brought it to Newt's office and put the light show over Newt's signs, then they went and had the light show and music on the side of a busy road, aiming at a big building. Several news outlets picked it up.

Hi, We spent three days campaigning in Maine. Three caucus locations and three town hall meetings. Passed out thousands of flyers. Oh and did I mention we lasered the Ramada Inn in Lewiston, the Town Hall in Alfred and the Arena in Downtown Portland! All with the expected musical accompanyment. The people loved it.

Sorry to say, not possible. You need power for large outdoor venues and power costs $$.
My earlier version was suitable for indoor venues and cost about $1200
