He was. He would have been at the back of the line, though. His other statement was "I never asked for a deferment". Which is probably true, because he was automatically put at the back of the line due to being a father.

Not that it matters, the point here is... when the nation called for duty he was a no show, yet he is quick to send everyone else off to war.

Although his statement that "I wasn't eligible" is absolutely false.
