It doesn't it damns him with faint praise and tells us we too can be 'real libertarians' like him if only we become corporatists unconcerned with principles and US sovereignty. At least that is how I read it.

I read it as Paul is the only one not BS'ing everyone about the seriousness of the problem.

Also, he used it as a spot to bash his hated enemy, Lew Rockwell.
