Are there delegates needed in Michigan?

If so how do I become one?

Don't quote me on this because I haven't been able to get a straight answer, but I spoke to my local GOP and also I went to the debate meet-up at Oakwood Univ in Nov and the story I hear in both cases is that MI has already chose it's delegates and the best we can do is just go vote for him, if I'm wrong or you hear different let me know.
