All RP has to say is..
"How many of you want Obama to spend your money? Well thats what happens if Congress doesn't earmark. The President gets the money to spend if the Congress doesn't earmark it. I know the budgeting process is messed up and I am for reforming the process. But you have to understand, as it stands now by not earmarking anything you give the money to Obama to spend.
If you don't earmark, spending doesn't go down, its just the President Obama will get to spend it. And we know that is 100x worst. I'm all for changing the earmark budgeting process. And I have never voted for an earmark. But we don't need President Obama spending our money."
Obama is hated in the GOP. Might as well use his name then 'President'.
