I slayed a dragon yesterday, I can't donate since I'm not an American citizen (and very, very, very broke) so I was happy I found a way to still contribute some money. :D

I seem to recall the campaign allowing people overseas to donate in 2008. That capability didn't come until later but I remember them announcing when you could.

If this is true, get on it Collins...or somebody...

No they can't. It is illegal for a non-citizen who is not a permanent resident to donate to a political campaign or PAC. It is illegal for a campaign or PAC to solicit or knowingly accept monetary contributions from anyone except US citizens and permanent resident foreigners. Americans oversea may donate, but I'm not sure how because the donation forms on the campaign website don't have the option of entering an overseas address.
