Counties Pass Resolution Condemning FEMA for Inaction

Houston and Geneva counties passed twin resolutions Monday condemning FEMA for alleged inaction and lack of response in funding recovery efforts from a 2009 flood.

County commissions for Houston and Geneva Counties passed the resolution, which calls for Alabama's congressional delegation to investigate what they claim is lackluster performance in assisting the two counties recovery efforts from the flood, which caused millions in damage.

Houston County officials say FEMA owes it $700,000 in reimbursement for road and bridge work. Houston County Commission Chairman Mark Culver said the federal agency has drug its feet on reimbursement for the work, offering vague explanations for the slow pace of reimbursement.

Culver said the agency recently denied about $300,000 in work, saying reimbursement was impossible because the county had not done an environmental study on the impact bridge work would have to endangered mussel species. Culver said FEMA never informed the county a study was necessary, and should have known to do so, as the county kept the agency apprised of its repair work through photos and documentation.

Culver said the other $400,000 FEMA owes the county is still in limbo, as the agency has yet to give a reason why it hasn't paid its bill.

In Geneva County, work remains to be done on several bridges and roads because the county can't fund the work on its own. As a result, some bridges remain out of service, and local residents insurance rates are going up because emergency vehicles have difficulty getting to these areas.
