Depends on where you are in Alaska. I became a delegate, all I had to do was stick around after the straw poll vote. Basically where I was it was an issue who could afford to travel to the convention could be a delegate to the state convention. If there is a meetup group in your city for RP I would check that out first. If not create your own Ron Paul meet up group. The bigger towns I think that you have to get elected at the meeting after the straw poll. As I remember Fairbanks was pretty much all Ron Paul supporters.

I was a delegate to the state convention in 2008 for Ron Paul. I live in Oregon now but at the time I lived in Wasilla. I could probably get you in touch with people in the grassroots if you let me know where you're at. Send me a PM. :)

I am going to be a delegate in my district too, I believe you just have to show up and wait for the opportunity.
