Oddly enough, I think lowering taxes raises tax revenue (legal or thuggery). The less people pay in taxes, the more people spend, which creates jobs, where people spend more money, collect less benefits from Social Services such as Welfare and Food Stamps, and the newly employed people can actually increase the tax base.
