Where might a foreigner get transcripts of proceedings of the US House of Reps?

I've googled, and can't find a damn thing. The Thomas system doesn't have it as far as I can see.

I was looking for transcripts of the Senate recently and I couldn't find anything either. All I know is that video of the house and senate proceedings are both available to view on the CSPAN website (http://www.c-spanvideo.org/schedule/), and the transcript of each session is searchable, but you cannot view the transcripts themselves and the transciption is unrealiable.

For an example, here is yesterday's senate session:

Yeah I've been using c-span video but the disadvantage, as you mention, is that you can't word search a reliable transcript.

In Australia we have something called Hansard, which is just a pdf document of an official transcript of house and senate proceedings.

What you are looking for is called the Congressional Record, and I just came across a website that posts the Congressional Record daily for both the house and the senate and is archived all the way back to 1994.
http://www.gpo.gov/fdsys/browse/collection.action?collectionCode=CREC

I don't know where you can search multiple congressional records at once, like for a certain range of dates, but I didn't really look for it either. Sounds like you are just looking to view the individual daily transcripts though, which you can do at the link I posted.
