Did the constitution matter when George Washington forced whiskey producers to finance Hamiltons National Debt plan?

Did the constitution matter when John Adams passed the Alien and Sedition acts?

Did the constitution matter when Jefferson made the Louisiana purchase?

No to 1 & 2.

3 is sorta iffy. Part of the reason for paying the French was to get the land cheap. The other reason was to make Napoleon go away and avoid a possible national security threat. The Constitution allows the federal government to enact peace treaties with other countries for national security interests, so I don't think paying the French to leave was unconstitutional. And under Article 4 section 3, "The Congress shall have power to dispose of and make all needful Rules and Regulations respecting the Territory or other Property belonging to the United States." So basically once the French left, we had the power to lay claim to the land they left. We did so, and nobody complained.
