Europe Bans X-Ray Body Scanners Used at U.S. Airports

A small number of cancer cases would result from scanning hundreds of millions of passengers a year. For some, that's a health issue

The European Union on Monday prohibited the use of X-ray body scanners in European airports, parting ways with the U.S. Transportation Security Administration, which has deployed hundreds of the scanners as a way to screen millions of airline passengers for explosives hidden under clothing.

The European Commission, which enforces common policies of the EU's 27 member countries, adopted the rule “in order not to risk jeopardizing citizens’ health and safety.”

As a ProPublica/PBS NewsHour investigation detailed earlier this month, X-ray body scanners use ionizing radiation, a form of energy that has been shown to damage DNA and cause cancer. Although the amount of radiation is extremely low, equivalent to the radiation a person would receive in a few minutes of flying, several research studies have concluded that a small number of cancer cases would result from scanning hundreds of millions of passengers a year.

European countries will be allowed to use an alternative body scanner, on that relies on radio frequency waves, which have not been linked to cancer. The TSA has also deployed hundreds of those machines – known as millimeter-wave scanners – in U.S. airports. But unlike Europe, it has decided to deploy both types of scanners.

The TSA would not comment specifically on the EU’s decision. But in a statement, TSA spokesman Mike McCarthy said, “As one of our many layers of security, TSA deploys the most advanced technology available to provide the best opportunity to detect dangerous items, such as explosives.

“We rigorously test our technology to ensure it meets our high detection and safety standards before it is placed in airports,” he continued. “Since January 2010, advanced imaging technology has detected more than 300 dangerous or illegal items on passengers in U.S. airports nationwide.”

Body scanners have been controversial in the United States since they were first deployed in prisons in the late 1990s and then in airports for tests after 9/11. Most of the controversy has focused on privacy because the machines can produce graphic images. But the manufacturers have since installed privacy filters.

As the TSA began deploying hundreds of body scanners after the failed underwear bombing on Christmas Day 2009, several scientists began to raise concerns about the health risks of the X-ray scanner, noting that even low levels of radiation would increase the risk of cancer.

As part of our investigation, ProPublica surveyed foreign countries’ security policies and found that only a few nations used the X-ray scanner. The United Kingdom uses them but only for secondary screening, such as when a passenger triggers the metal detector or raises suspicion.

Under the new European Commission policy [4] , the U.K. will be allowed to complete a trial of the X-ray scanners but not to deploy them on a permanent basis when the trial ends, said Helen Kearns, spokeswoman for the European transport commissioner, Siim Kallas.

“These new rules ensure that where this technology is used it will be covered by EU-wide standards on detection capability as well as strict safeguards to protect health and fundamental rights,” Kallas said.

How ridiculous.

Like 300 airplanes would have blown up in the last year had it not been for the porno scanners.

What's so maddening about this is, and I see this all the time as somebody who flies on a regular basis, if just 10% of the flying public made a stink, "opted out" and just stood up for their rights, all of this would end, overnight.

Nothing is more depressing than going through the airports and watching millions of sheeple mindlessly submit to this nonsense.

What's so maddening about this is, and I see this all the time as somebody who flies on a regular basis, if just 10% of the flying public made a stink, "opted out" and just stood up for their rights, all of this would end, overnight.

Nothing is more depressing than going through the airports and watching millions of sheeple mindlessly submit to this nonsense.

Surprisingly they are legal in California or do not even have a warning label on the scanning machines. Every product that has any chemical has a warning it may cause cancer or harmful for pregnant women and its strictly regulated in California.

Nope. They're allowed to use that metal detector wand and then if there's still suspicion they usually ask of the can touch you. They never touch your sack or breasts or ass though. They also do this all behind a curtain and every time it's happened to me theyve apologized afterwards and wished me a pleasant flight. The thing is: they're private security, hired by the airport and if they act like assholes they get fires. There is so much competition between airports here in Europe they realize you have so many options and they try to make your experience as pleasant as possible.

Ok maybe the one exception is the UK. I hate British airports.

At Heathrow, they said I could keep my shoes on but when I went through the metal detector, it went off. They said I needed to get the wand AND the pat down. One agent was a boy (barely looked 15) and the other was a woman ( who was surprisingly hot). I declined the private area and asked if the chick could do the pat down instead. They both started laughing but he said no, he had to. In a jovial manner I asked if they liked their jobs ( no), if they liked touching strange people (no), if they think they're really fighting the terrorists (yes). They basically needed a job and airport security was the only thing available.

My pat-down was much less invasive than what I've gotten in the states. They did not touch my junk, used the backs of the hand over my ass, and were very gentle/quick. It might have something to do with us making conversation and realizing the absurdity of it all.

I'd rate Hearhrow security higher than say O'Hare. Not saying it's great but just not as bad as US airports. The UK is like the little brother to the US.

The UK is the only place in Europe I've ever been asked to take my shoes off. I always say no and 90% of the time they don't say anything. What I hate about the UK is how damn nosy the border agents are. When I was studying at university there, every time they'd ask me what I was studying I'd tell them nuclear physics and a minor in Farsi lol.

I think the friendliest and most professional airport staff are in Zurich. That's why if I can I always fly with Swiss.

Just saw this in news. However Obama masters are not as impressed by Europe as they are with security procedures in Israel. So they would likely keep pushing ahead on current course of x-rated checks.

Unfortunately the other porno-scanners are still allowed. So for anyone concerned about privacy the situation hasn't improved.
