Um... I might have to disagree with the term "ceiling". That implies a limit. There is no limit if they can change the "ceiling" whenever they want.

You are correct, they say limit and ceiling as if they are going to stop once it is reached. Its a joke.

why don't they just call it the debt "target" rather than the debt "cieling". it's a moving target, for sure, always moving up!
