I keep seeing Ron Paul attending Republican Party speaking events in Iowa. Or attending his own rallies.

I think he needs to "get out and meet the people". The kind of politics you associate with New Hampshire.
He needs to stop in at diners and McDonald's and grocery stores and libraries and high schools. Just go in and say hello, tell them he is Ron Paul and is running for president and would appreciate their support in the caucus. Ask them if they have any questions.

People remember (and like) the guy whose hand they shook. This would be another way around the media. He only needs 40,000 votes. Even picking up a few would help. This should get people telling their friends that they met the guy on all the TV ads. Heck put some plants in the crowd to steer the conversation and enthusiasm if need be.

It may also garner some local press coverage in Iowa.
