He's basically saying Rand isn't as ideologically pure as Ron Paul is on foreign policy and foreign aid.

I'd call him a "mainstream underground rapper"

I'd guess that half of college-aged population would know who he is.. and if they were asked to name an "underground rapper", he would be the first name off their tongue, and likely the only name.

He has always been my favorite rapper, and IMO, is the best rapper there is, or ever was. Listen to his stuff. "dance with the devil", "point of no return", "bin ladin (bush knocked down the towers)", "obnoxious", "freedom of speech", "leaving the past", "cause of death", "the 4th branch", "crossing the boundary".. more substance than everything on the radio combined.
