Question about the restore america plan and capital gains.

I've been asked this question by people who seem to be on the fence about Ron Paul.

Are capital gains taxes immediately repealed in the plan? Or is that a long term goal?

Can anyone close to the campaign clarify?

Capital gains and dividends tax eliminated immediately in 2013. (In addition to death/estate taxes and gift taxes going away.)
