The theory is based on two mistakes. One is that if it does not pass, that the unemployment rate will go up. Not likely. It is also questionable that if it DOES pass that the unemployment rate will go down. I don't think either will happen. The second mis-conception he is embrasing is that a higher unemployment rate will mean higher crime. Stats are currently showing the opposite trend- higher unemployment has so far been acompanied by a LOWER crime rate. The following link is from June 2010.

The unemployment rate is the highest it's been in 20 years. One might assume that as more and more people fell out of work, the crime rate would rise. But as the unemployment continued to rise last year, crime dropped to its lowest level in years
