I believe that section was noting that the protestors mostly speak and think in terms of rhetoric and propaganda, not substance (not even the wrong substance). They don't even understand economic theories associated with their own political leanings, let alone alternative theories presented by others, regardless of which is more accurate.

At least, that's how I read that section.
