If every body, including the "industry leaders", support not using "exploding pipelines", why does D.C. need to waste time and money writing the safety measure into law?

Olberman just has his panties in a wad because Rand won't let the govt jump in front of the parade. Because, of course, if the govt doesn't get credit for a behavioral change, then the change can't exist and "8 of us WILL DIE."
